I think I've made a mistake on my car insurance?

Long story short my Dad has a car that is insured and has been for a while. He has never made a claim in his 40+ years of driving. I was driving straight down a one way with three friends in my car when a truck full out ran a stop sign and crashed into the front driver's side (i was driving) of my car. My car was hit while it was parked in my own driveway 4 days ago (in NY state). The police came and filed a report. I asked them for the other drivers insurance info, but they said I would have to wait for the police report and it would include that information. They advised it would be available after 5 business days at a cost of $5.00. I think the information should have been made available immediately so I could have filed a claim with the other person's insurance company. I don't suspect they will get rich by charging $5.00, so I don't know why I have to wait for the info. I am concerned that the other person's insurance will question the delay in filing the claim. Is this normal? I would really like to get my car fixed as soon as possible and am frustrated that I have to wait to get information that I think should have been immediately available. The driver that hit my car admitted to being on heavy duty prescription drugs at the time of the accident, but said that wasn't the cause of the accident. They said they had a seizure and had a documented history of seizures (which makes me think they shouldn't have a valid license anymore). The police seemed suspicious, but said they wouldn't issue any tickets as long as the person agreed to go to the hospital for treatment of seizures. My Brother has a full comprehensive UK car insurance. Can I drive his car and be covered by the insurance even though I am not listed on the insurance and live at the same address. I have a full UK license, he claims I am covered because he gives me the permission to drive the car which according to him is right. I have read the insurance policy but my brains are not big enough to understand that given permission part. If anyone can throw more light on this, it will be fully appreciated.

I'm 16, I got in a big car accident.. I flipped over my car twice. Fortunately, I was untouched and I was the only one involved. Naturally, I was taken off the insurance policy and lost my car. Before, I had the good student discount so we paid $350 for half a year as a full time driver. How much would I have to pay to be a full time driver now after the accident?
